Ulstan is describing effort vrs fun, not risk vrs reward. They are two different things. To try and say they are the same is an equivocation and in so doing misses the entire point and as such ignores the problem.
They are of course related, but not the same. If a player increases their effort, they can substantially decrease their risk, for example, send a scout. However in so doing also decrease their fun, but likewise increase their reward simply because they mitigated risk.
I personally would take much more risk if that risk were more fun. It is not fun to have to either scout myself with another account or wait for some other player to scout for me. I'd rather go do something instead of sit around being bored.
If players could jump into low sec or no sec blindly, with out having to check the map or send a scout, or could undock with out having to have a scout watching the station, then players would be more likely to do it because they're not going to get instantly ganked.
The problem isn't the risk, and the problem isn't the reward. The problem is that to mitigate the blind and from my point of view, gank mechanics of Eve, the player has to jump through too many hoops - that is not fun.

That's true as well, but Low sec is a "trust no one" zone, well what part of Eve isn't. It's just not normally wise to give away our location, hard habit to break.
